Osavul raises €8.5 Mn to bring defence-grade hybrid threat intelligence to governments
Oct 1, 2026 | By Oliver Bennett

Osavul, the AI-driven hybrid threat intelligence company trusted by NATO and by government and defence institutions worldwide, has raised €8.5 million in Series A funding. The round was led by Europe-based global cybersecurity investor 33N Ventures, with participation from Balnord, G+D Ventures and existing investor 42CAP, taking total funding to approximately €12 million.
SUMMARY
- Osavul has raised €8.5 million in Series A funding, led by 33N Ventures, with participation from Balnord, G+D Ventures and existing investor 42CAP.
- The company uses AI-powered threat intelligence to detect hostile activity across cyber, physical and information environments.
- The new funding will support AI development, commercial expansion, and entry into new markets and industries.
Driven by rising geopolitical tensions, hybrid activity from adversarial states and their proxies has intensified significantly: cyberattacks, sabotage, espionage, and information manipulation have combined to disrupt physical and digital infrastructure while obscuring responsibility. More than 150 state-linked incidents have been recorded across Europe since 2022, with the same pattern visible around energy, aviation and shipping assets in the Middle East and Asia. Governments cannot protect every target, and most corporate security functions were built for cyber or physical risk alone.
Intelligence on hostile intent, before it materialises
Osavul’s AI platform draws on open and privileged data and refines it through a proprietary process built on knowledge its customers do not hold and competitors cannot replicate: years of attributing live hostile campaigns alongside defence and security institutions. Hostile actors leave traces before they act; Osavul reads them to identify who is targeting a customer, and maps that intent against its people, facilities and supply chains to anticipate the attack. Every campaign attributed sharpens the models for the next – the intelligence compounds and the advantage widens. Assessments are evidence-traced, analyst-reviewed and can run on-premise within sovereign infrastructure, so sensitive data never leaves the customer’s systems.

Defence-proven, enterprise-ready
Initially developed during the Russian invasion of Ukraine and shaped by four years alongside defence, cyber and information security units, Osavul now serves government, defence and security institutions in more than 10 countries, including the UK, Germany, Poland, the Nordics, the US and APAC, and is one of three technology companies delivering NATO’s Information Environment Assessment Capability. Total contract value grew fourfold in 2025, with demonstrated enterprise traction in defence industrials, energy, transport and financial services.
Dmytro Plieshakov, co-founder and CEO of Osavul, said: “Hybrid attacks are no longer a government problem alone. The companies running energy, airports, ports, transport and finance now face the same adversaries, usually without the means to see them coming. We will keep working with governments and defence, where our intelligence is forged, and bring that capability to the businesses societies rely on.”
Dmytro Bilash, co-founder and chief business development officer of Osavul, said: “We built Osavul under live operational conditions, and that experience travels. From Luxembourg we now serve customers worldwide, increasingly in regions facing conflict and instability, where the need for sovereign, multi-language intelligence is most acute.”
Carlos Alberto Silva, Managing Partner at 33N Ventures, said: “Adversaries operate across information, cyber and physical channels at once; most security tools are still siloed. Osavul connects all three, with AI proven in the world’s harshest and most trust-sensitive environments and a track record with NATO and national defence. We are backing these second-time founders to build the defining company in hybrid threat intelligence – from Europe, for the world.”
Gabriele Poteliunaite, Principal at Balnord, said: "The state cannot defend every target, so the companies running Europe's infrastructure are now carrying risk they were never equipped for. Osavul spent four years proving this inside defence ministries and security institutions, and is now turning the same capability toward commercial operators. It's built by a founding team who had already built and exited a company together before starting this one and we're extremely excited to be onboard."
Alberto Pérez Arranz, Investment Principal at G+D Ventures, said: "Organisations do not need more isolated alerts; they need situational awareness to take strategic decisions: a clear understanding of how threats connect and what may happen next. Osavul turns fragmented signals into explainable, forward-looking intelligence. We believe the company is building a critical layer of Europe's future security infrastructure, and we are proud to back the team."
The new funding round accelerates Osavul’s ability to scale: deepening its AI capabilities, building a world-class commercial organisation and expanding decisively into new markets and sectors – sectors, taking a platform battle-tested with NATO and defence to enterprises worldwide. The ambition is to become the intelligence layer every government, defence organisation and critical business relies on to spot and prevent hostile intent before it strikes.

Osavul is a hybrid threat intelligence company headquartered in Luxembourg. Its AI platform monitors both open and privileged data to identify hostile intent and capability across the information, cyber and physical domains before it materialises. Founded by second-time founders Dmytro Plieshakov and Dmytro Bilash, who previously sold Captain Growth to Perion, Osavul serves NATO and government, defence and critical infrastructure organisations in more than 10 countries.
