TrueLayer Appoints Pamela Fegan As new Irish CEO

The appointment comes as the company expands its presence in Ireland with a new office in Dublin to support growing teams across operations, compliance, risk, finance, and regulatory functions.

Fegan brings more than 20 years of experience across banking, payments, and fintech. Over the past three years, she served as Executive Director of the TrueLayer Ireland board and European COO, helping strengthen the company’s regulatory framework, operational resilience, governance and risk management capabilities.

In her new role, she will lead the next stage of TrueLayer’s European growth as adoption of Pay by Bank and Open Banking continues to increase across the region.

Ireland serves as TrueLayer’s EU headquarters, supported by a Central Bank of Ireland licence, an independent Irish board, and direct integrations with all major Irish retail banks. The Dublin office has become a key hub for compliance, regulation, and operational excellence across Europe.

TrueLayer operates across 22 European markets and supports more than 25 million users. The company powers over 90% of Open Banking payments in Ireland and works with leading brands including Ryanair, Revolut, Amazon, eBay, and Flutter. It has also expanded its European footprint through the acquisition of Zimpler.
