Plenium Partners, an independent Spanish investment group focused on renewable energy, energy transition, circular economy and social infrastructure, today announces the financing for its first biomethane plant in Italy . ING Italia has provided over €25 million in financing for this project through a bilateral Project Finance.
This is the first plant of a larger portfolio that includes three other biomethane plants in Italy, whose management agreement was closed last July, in partnership with Aragorn Value Leadership. The plant is located in Lombardy, in the province of Pavia. The plant is in an advanced stage of construction, with the prospect of entering into operation in the first quarter of 2026. This first plant successfully participated in the third auction for the biomethane tariff organized by GSE, the manager of incentives for renewables in Italy.
The plant will contribute to improving waste management in the area, treating approximately 50,000 tons per year of livestock and agricultural waste. The contribution to the reduction of greenhouse gas emissions (GHG) will be significantly higher than average, being the plant one of the few biomethane plants in Italy with complete CO2 recovery.

The beginning of this project dates back to July last year, when Plenium Partners, together with the Italian developer Aragorn Value Leadership , launched a new platform initially focused on the construction and operation of four biomethane plants located in different parts of Italy, for which an investment of more than 100 million euros was made . This operation was carried out through Plenium Partners' Ecualia Capital fund and marked a significant step in its commitment to sustainability, renewable energy and the development of new projects in this country.
Plenium Partners has extensive experience investing in Italy, with offices in Rome since 2010 and an operating portfolio in the country that includes more than 35 PV projects. This financing represents an important step in the strategy of diversification and expansion in the main European markets, where Plenium Partners sees great potential for growth and sustainable development. Plenium Partners is investing significantly in the biomethane market in Italy and intends to continue to grow with new opportunities, beyond this platform.
This financing confirms ING’s leading role in supporting the development of renewable energy in Italy and accelerating the global transition to a low-carbon economy. These ambitions are in line with the bank’s Growing the Difference strategy , which has set itself the goal of mobilising €150 billion in sustainable finance by 2027 and tripling renewable energy financing to €7.5 billion per year by 2025, up from €2.5 billion in 2022.
The development of biomethane projects is gaining a strong presence in Europe and is becoming a point of reference for large investors. These types of plants allow the valorization of organic waste such as manure, agricultural waste, food waste and sewage sludge, turning them into a source of clean energy , while reducing the amount of waste that ends up in landfill and decreasing soil and water pollution. In addition, this type of plant contributes to the diversification of energy sources and reduces dependence on fossil fuels such as natural gas.
By implementing projects like this, the social and economic development of rural areas , where these plants are usually located, is promoted through the creation of direct and indirect jobs in construction, operation and maintenance. Likewise, these activities allow for the generation of additional income for farmers and livestock owners, who can sell their organic waste to biomethane plants.
