Cleo Labs, a Paris-based RegTech startup focused on product regulatory compliance, has raised €1.5 million to accelerate development of its AI-powered platform for managing international compliance.

The round was led by Larry Berger, with participation from Kima Ventures and Financière Saint-James, along with notable tech ecosystem figures including Boris Paillard, Ambre Soubiran, Stéphanie Zolesio, and Charles Sutton. The round also includes a scout investment from Accel.

Cleo Labs, founded in 2023 by Naomie Halioua and Anaëlle Guez, helps companies anticipate non-compliance risks by automating international product compliance.

The company notes that businesses operating globally must navigate complex, ever-changing regulations across markets. Even a product like a connected bike helmet may require compliance with hundreds of rules, from material standards and certifications to labelling and customs requirements.

Cleo Labs emphasises that non-compliance costs companies billions each year through recalls, fines, and shipment delays yet many still rely on spreadsheets or inadequate tools to manage these challenges.

With this funding, the company aims to accelerate its technological development to strengthen platform capabilities and expand its feature set. It will also support commercial expansion in Europe its primary strategic market, while laying the groundwork for international growth, particularly in the United States. The company counts Decathlon and Electrolux Professional among its clients.

“Our ambition is to transform regulatory compliance currently seen as a constraint into a strategic lever for companies. Thanks to AI, it becomes possible to anticipate rather than react,” says Naomie Halioua, co-founder of Cleo Labs.
