UK-based cybersecurity startup Theodosian has secured $1.3 million in a pre-seed round led by Fuel Ventures, joined by D11Z Ventures, 1818 Venture Capital, Heartfelt, Startup Wise Guys, and angel investors.

Theodosian delivers enterprise-grade file-level encryption and access control, offering a persistent layer of protection that moves with data. The solution ensures compliance across regulatory frameworks and defends against human error and cyber threats.

Founded by seasoned cybersecurity professionals from defence, intelligence, banking, and healthcare, the company focuses on embedding a “second layer” of defence directly at the file level.

Its platform enables per-file permissions and performs 20–30 compliance checks per document, helping organisations prepare for emerging standards such as the UK’s Defence Cyber Certification (DCC) and the US Cybersecurity Maturity Model Certification (CMMC).

Co-founder Andy Johnson said Theodosian was built to close a crucial gap in enterprise security keeping every file protected, wherever it goes.

Our platform goes beyond traditional encryption, offering persistent, per-file dynamic access controls, detailed permission management, and continuous verification to ensure only the right people can access sensitive data. The funding will be used to finalize version 1 of the product and initiate commercial scaling.
