With over 55 million customers, Revolut says this move shows its goal of becoming Europe’s largest banking group. It will now have two EEA headquarters—Paris and Lithuania—a strategic step to scale faster, work more closely with regulators, and offer better, locally tailored financial services.

Revolut, which earned over £3 billion in revenue in 2024, says France is its fastest-growing EU market, with more than five million customers.

Its new Paris headquarters will manage operations across France, Spain, Italy, Portugal, Ireland, and Germany. Over the next three years, Revolut plans to invest more than €1 billion in France and create over 200 new jobs, adding to its current 300 employees in the country.

The company is also applying for a French banking licence from the ACPR, the national banking regulator. Revolut already holds a European licence via Lithuania, allowing it to offer personal loans in France, Germany, and Spain.

However, it sees a second EU licence as a smart move, given its 40 million+ customers in the region and plans to expand services.

Revolut recently obtained a banking licence in Mexico and is also working toward full authorisation in the UK.

Antoine Le Nel, chief growth and marketing officer, Revolut, said: “Our ambition is clear: want to become the largest banking group in Europe, revolutionising banking and offering cutting-edge financial services to customers across all 30 EEA countries.

“To bring this vision to life, we’re introducing an innovative dual-HQ operating model in the EU. This strategic move will enable us to offer an extended range of products and services, all within one of the most secure and protective banking structures established in the region.”
