Pactos Secures €2.7M To bring Agentic AI For Compliant Management Of External Staff

Pactos has closed a €2.7 million pre-seed funding round led by High-Tech Gründerfonds (HTGF). The Munich-based startup offers an AI-powered platform that provides digital structure and legal certainty for companies often operating in grey areas when deploying external staff.

The funding will be used to further develop Pactos’ agentic AI platform and expand its team.

Pactos has raised €2.7 million in a pre-seed round led by High-Tech Gründerfonds (HTGF), with participation from industry and startup leaders. The Munich-based startup’s AI platform brings structure, transparency, and legal certainty to the management of external workforces modernizing a billion-euro market still reliant on analogue processes.

The contingent workforce management market, valued at over €230 billion, is a major driver of Europe’s economic growth. Yet, managing external workers often relies on fragmented tools like Excel and email, creating slow processes and unnecessary legal risks.

Pactos tackles these challenges with an AI-powered platform for managing external workforces. The software automates contract reviews, tracks assignments in real time, and securely stores all relevant data.

Teams across procurement, HR, legal, and finance receive detailed insights and actionable recommendations. Seamlessly integrating with existing IT systems like zvoove, Pactos already supports thousands of external workers for clients including Swissport, Knuth, and Unique Personal. The platform is fully GDPR-compliant and certified to international standards.

Alongside HTGF Pactos has secured support from seasoned industry leaders: Dr. Sebastian Dettmers, CEO of StepStone; Jens Bender founder of the HR Angels Club; and Alexander Schwörer owner of the PERI Group, contributing both capital and strategic guidance. Additional backing comes from digital tech and startup investors, including Robin Haak, Managing Partner at Robin Capital, and Franzi Majer, Founding Partner of Superangels, providing further momentum for the Munich-based startup.
